Damp Sleeve Syndrome

I have tried searching for this but can't find anything. My partner seems to think her sore elbow is a result of what she calls "Damp Sleeve Syndrome" during the day she gets damp sleeves at work and rolls them up and because the damp sleeves are sitting on her elbows whola "Damp Sleeve Syndrome" begins.
